What is a cheap shell material for a super soaker?

I am modding one of my Super Soakers and I need a shell for the extra internals. I need to be able to have it drop from about 4 feet without breaking, so paper mache is out. Would craft foam coated in Elmer's glue work? If not, any suggestions?
