Christmas movie about an elf that isnt elf?

There is this christmas movie that I cant remember the name of that they show on the 25 days of christmas celebration every year on abc family. It is NOT elf with will ferrel. Its about this young elf maybe 11 or 12 years old who is sick of santa and wants to go somewhere so he steals the sled and everyone thinks its a ufo that crashes in this town that nothing special happens in. This one girl is a reporter and is on top of the case. So this 11 or 12 year old elf I think his name was elmer or something like that with an e sees one of those playhouses the ones made of plastic in a family's front yard and decides to sleep there then this young girl find him in his playhouse and befriends him. I forget the ending. Does this ring a bell to anybody??
