How do you make a fake face?

Me and my friend want to make a scary movie with monsters in it, and we want it to look really legit. How do you make a fake face like they do in movies? I know it won't be as real looking as a Hollywood movie, but how do you make a fake face that would look pretty impressive for a home movie? I saw online that you can use flour and water and then put Halloween makeup on it. Also, what do you use to make it stick to the face? Do you use Elmers glue? Thanks for any help you can give :)
